You know when you are in a hell plane when everyone you meet is not completely occupied with bliss, joy and ecstasy. You know when you are in a hell plane when those who speak of bliss, joy and ecstasy are hated.
Well if the hell-plane is suffering, and everyone is not completely occupied with bliss, joy and ecstasy, then everyone is therefore suffering, in hell. It's difficult to argue that, but what it implies is that everyone should be completely occupied with bliss, joy and ecstasy, and since they are not, they are responsible for the suffering of others, as well as contributing to the creation of hell.

About when was this? Certainly whatever it was or is, it is an aspect of human nature, something evil?
the highest heavens are the top of the immaterial domains.
Hell is the bottom of the immaterial domains. This domain is a purgatory in between, where angels (devas) and devils (assures) walk on the same street, shop at the same stores, wait in the same lines, and speak to each other every day. After death the angels go back to heaven and the devils go back to hell. Angels love, and are saturated in bliss, joy and ecstasy.
So there is a lower immaterial domain and an upper? I've never heard that before (sorry). I thought the immaterial was the spirit world, or energy, what animates life.
Devils hate and are filled with mistrust, suspicion, sadness, anxiety, worry, depression, suffering, and greed.
You basic human?

Can you clarify some of those points Jeffrey, I'm very interested and agree about what you said that most people are devils. I'm wondering is there an absolute good and bad against which we are all measured? Or is that all relative in a Buddhist universe?
